FUNCTIONAL DEFINITION
This Program Specialist position is assigned to the Allegheny County Department of Human Services (DHS), Office of Developmental Support (ODS). The Service Authorization Specialist maintains oversight of Individual Support Plans (ISPs) and reviews, approves, and authorizes Waiver and Base services as defined by the PA DHS Office of Developmental Programs (ODP).DUTIES AND RESPONSIBILITIES
- Administrative Entity (AE) Liaison to ODS Provider Agencies and Supports Coordination Organizations (SCOs) specific to ISP Approval, Service Authorization and Billing of Waiver and Base funds.
- Responsible for ISP management as described in the AE Operating Agreement. Processes Annual Reviews and Critical Revisions in compliance with ODP timeframes and the ODP ISP Manual.
- Ensures ISPs address Assessed Needs and Outcome Actions, Frequency and Duration of services are appropriate, and Qualified Providers are correctly identified and authorized to bill for services.
- Ensures services are consistent with the approved ID/A Waivers, including the ID/A Waiver service definitions and applicable service limits.
- Ensures any required Variance or ODP approval of an exception to service limits was obtained through the established ODP processes.
- Ensures that the authorization of ID/A Waiver services in an ISP are completed in response to notification of an ID/A Waiver Participant’s changing circumstances and needs.
- ISP management of County Base funds and service authorizations.
- Close collaboration with and oversight of SCOs, including development of plans, identification of services and situational problem-solving.
- Training and technical assistance for Provider Agencies and SCOs in all aspects of ISP management and service authorization and billing.

- Working knowledge of Microsoft Office products including Word, Excel, and PowerPoint. Working knowledge of internet research methods.

- Ability to work with people from a variety of diverse agencies, backgrounds, resources, and communities.
- Knowledge of principles and practices of Intellectual Disability/Autism programs.
ESSENTIAL REQUIREMENTS
- Possess Act 33 and 34 Clearances.
- Have a valid Pennsylvania motor vehicle license, access to a personal vehicle, and have maximum auto insurance on an employee driven vehicle.
- Computer skills as defined above.
- Ability to work independently.
- Full time position requiring 40 hours per week.
EDUCATION AND EXPERIENCE
Bachelor’s degree preferably in a social or behavioral science field, plus a minimum of one year of experience working in administration of intellectual disability/autism services or a minimum of three years of experience in the field of human services, at an administrative level.
